What is the Low Emission Vehicle Programme?

Amsterdam recently became the first Dutch city to join the Low Emission Vehicle Programme (LEVP) - a programme that seeks to shift to greener transportation without the expense of workers' rights and well-being. It takes a worker first approach, partnering with civil society organisations and trade unions to monitor labour conditions across the automotive supply chain.
In order to make EV’s you need certain materials which require mineral extraction, semiconductor manufacturing and battery production. Each of these industries come with their own set of concerns, ranging from working in dangerous conditions, to chemical exposure and working with toxic materials.
As a result of these concerns, the programme focuses on three key areas: mineral extraction, battery production and semiconductor manufacturing in countries across the world. By closely monitoring these industries, the LEVP aims to uphold fair labour standards while supporting the transition to low-emission vehicles. Amsterdam is also taking greater responsibility for its supply chain practices, with a 2025 procurement policy requiring suppliers to tackle social and environmental risks.
What has Amsterdam done so far

Including joining the The Low Emission Vehicle Programme, Amsterdam is also engaging in policy development and social dialogue to address challenges in the labour market associated with the energy transition.
Organisations like the OECD help develop strategies to protect workers' rights and promote careers in sustainable and circular industries. Similarly, the Port of Amsterdam is rethinking its workforce by retraining employees from traditional sectors and supporting them in transitioning to opportunities within the circular economy.
